Banking Supervisors from 12 Countries Strengthen Their Capacities in Panama through a Federal Reserve–Led Course

From October 27 to 30, the Superintendency of Banks of Panama (SBP) hosted the in-person course “Consolidated Supervision and Risk Integration,” a high-level program delivered by specialists from the Board of Governors of the Federal Reserve System (Fed), aimed at professionals with extensive experience in banking supervision and regulation.

Over four intensive days, participants attended lectures, discussion sessions, and practical case analyses designed to deepen their understanding of consolidated supervision and the comprehensive assessment of risks in complex banking institutions. The course was specifically targeted at supervisors with at least five years of experience in the sector and a solid background in risk-based supervision.

Key topics covered included the review of institutional risk management frameworks, the analysis of critical risk categories, and the application of practical tools to assess the financial soundness of banks under a consolidated approach. Participants also applied the knowledge gained through the development of a stylized case study designed to simulate real-world banking scenarios.

The program aimed to deliver banking inspection techniques focused on enterprise-wide risk management, promote a holistic analysis of exposure to multiple risks, and foster a consolidated approach to the supervision of large financial institutions.

The course brought together representatives from The Bahamas, Belize, Costa Rica, Spain, Paraguay, Peru, the Dominican Republic, Haiti, Colombia, Honduras, El Salvador, and Panama, who shared their experiences and expertise, enriching the exchange of best practices and strengthening technical cooperation among supervisors from different jurisdictions.

Through this initiative, the SBP continued to promote the technical strengthening of the supervisory community in the region, encouraging the adoption of international standards and consolidating its role as a facilitator of learning and regional collaboration.

The opening remarks were delivered by Roxana Castillo, Director of Supervision of Financial Intermediaries and Trust Companies at the SBP.
