If the designated PC needs replacement due to force majeure, the person responsible must request the reinstallation of the ITBANK system. To reinstall the system, the entity’s Compliance Officer must send an email and request the release of the system’s key.

The person responsible must wait for the reply email to reinstall the ITBANK system.

Why is the release of the ITBANK System’s key requested?

The release of the ITBANK system’s key must be requested because it changes every time the system is reinstalled.

How can the person responsible send a “test e-mail” to verify the connection with the ITBANK System?

There are two ways to verify a connection with the ITBANK System:

a. By submitting a report that is pending submission.

b. Through the ‘pruebahttp.bat’ module located in the ‘SBCLIENTE’ folder. If the green light is on, the connection is active; otherwise, the light will be red. If the red light is on, the person responsible should verify whether the submission PC has full permission to send packets through the HTTP protocol port 80.

What is the most frequent connection problem when submitting reports?

The most frequent connection problem when submitting reports is that the ITBANK system does not have the submission permissions for the HTTP protocol port 80 (Connection Problems). This permission must be granted for both receiving system updates and submitting reports.

If the person responsible receives submission error messages, can he/she still submit the reports?

Yes, the responsible person can still submit reports. The ITBANK System has two modules: one module for the submission of reports and another module for the submission of system notification emails. Both modules are independent.

Where can the person responsible check the system messages when submitting reports?

The ITBank System has message log files in which all system interactions are stored. The logs are in the ‘SBCLIENTE’ folder. The file "bitacora.log" is inside the logbook folder.

What is the purpose of the ‘EditorConf.bat’ file?

The ‘EditorConf.bat’ file contains configurations essential for the correct functioning of the ITBANK system. Access to this file requires the bank password provided by the Superintendency.

How can the person responsible obtain another printed password if he/she lose the previous one?

The person responsible can request a printed copy of the ITBANK System’s password. The entity’s Compliance Officer must request the password and specify the reason for the request.
The person responsible will receive an email from the Superintendency indicating the date and time to pick it up at our offices.

How can the person responsible obtain another ITBANK System CD?

The person responsible can request a copy of the ITBANK System CD by email. The entity’s Compliance Officer must make the request and specify the reason for it.

What is the required Java version for the correct functioning of the ITBANK System?

The tested and necessary Java versions in a controlled environment for the ITBANK System are:

32-bit PC: Java 7 update 40
64-bit PC: Java 7 update 25

What is the CHECKLIST?

The CHECKLIST is a document implemented by the Superintendency to indicate the minimum requirements that the PC must have to submit reports. Additionally, it includes fields for email addresses for system notifications. This document is utilized when the entity updates any of these email addresses. The update should be performed in the application through the Configuration Editor (EditorConf.bat), and the Superintendency must be notified by email to make the corresponding update in its database.

Why should the person responsible insert the superbancos.gob.pa domain into the financial entity’s firewall whitelist?

The superbancos.gob.pa domain must be added to the firewall whitelist of the financial entity to enable the receipt of system notification emails, indicating that the Superintendency has received a report.

Which are the email addresses for receiving reports that must be configured in the Configuration Editor of the ITBANK System?

The email addresses that must be configured in the ITBANK System Configuration Editor are:

How is the bank’s general information updated on the Superintendency of Banks of Panama’s website?

The information is updated directly from the General Information Report (AT05) submitted by the bank through the ITBANK System.

What is happening when the person responsible receives repeated messages from the bank’s email server (Incoming/Outgoing email errors)?

When the person responsible receives multiple emails from the ITBANK System with the text “Incoming/Outgoing Email Error,” the PC is corrupted, and it is submitting corrupted reports. The person responsible should immediately request the release of the key to reinstall the application.

What are the minimum hardware requirements to install the ITBANK System?

The minimum hardware requirements to install the ITBANK System are:

1. 1.7 GHz processor PC
2. 2 GB RAM memory
3. Hard drive with 500 MB of free space
4. Internet connection to HTTP protocol port 80
5. Office 2010 or higher

Can the bank use higher hardware requirements than those recommended by the Superintendency of Banks?

While the Superintendency of Banks recommends specific hardware requirements, the bank can attempt installation with different or higher specifications, provided that the Java version is compatible with the architecture of the submission PC.

How is the ITBANK System uninstalled?

To uninstall the ITBABNK System, the person responsible simply needs to rename the ‘SBCLIENTE’ folder or delete the folder. This step must be taken to prevent the system from indicating that the folder already exists during reinstallation.

What is the purpose of the ITBANK System email accounts?

The purpose of the ITBANK System email accounts is to provide report submittal status to the financial entity, indicating any structural or submittal errors.

How many email accounts should the person responsible report, and what is the purpose of each one?

The person responsible must report three email accounts through the checklist and submit them to the Soporte Bancos email account (soporte@superbancos.gob.pa). The purpose of each email account is:

a. System administrator’s email address: This email account is used for receiving structural errors, submittal errors, or any other technology errors.

b. Process Officer’s email address: This email account is used for receiving validation or data-matching errors.

c. Data email address: This is a contingent email address by means of which the system sends reports through the POP3 protocol.

What is the purpose of the printed password provided by the Superintendency of Banks?

The printed password sent by the Superintendency is used to install or uninstall the ITBANK System and to open the system’s Configuration Editor (editorconf.bat) inside the ‘SBCLIENTE’ folder.

Can the person responsible use one single email account for the three notification emails of the ITBANK System?

Yes, it is possible to use one email account for the three email accounts the ITBANK System requires, but it is better to define a single account for each one. These must be generic email accounts.

What does the message “WARNING: System updates cannot be obtained” that appears on the homepage of the ITBANK System mean?

The WARNING message indicates that the ITBANK system is unable to obtain system updates (Java packets) for new structures and definitions. The person responsible must verify that the financial entity’s network security policies permit free access.

What does the message “The system cannot be executed; please contact the Superintendency of Banks” mean?

The warning message indicates that when the ITBANK System is executed, it does not meet the following requirements:

1. The password entered in the small white window is incorrect. The person responsible must verify it on the last screen of the Configuration Editor (editorconf.bat).

2. The user logged onto the PC when submitting the report is not the same user configured in the ITBANK System’s Configuration Editor (editorconf.bat).

When reinstalling the ITBANK System, is it possible to copy, cut, or move the ‘SBCLIENTE’ folder to another computer?

The ‘SBCLIENTE’ folder cannot be copied, cut, or moved from the source directory where it was originally installed to another computer. Although the person responsible may attempt to move the folder, the ITBANK System will not run properly.

Where should the person responsible place the reports to submit them?

The reports must be placed in the ‘ArchivosProcesar’ folder inside the ‘SBCLIENTE’ directory. Additionally, the person responsible should initiate the ITBANK System on the PC using the iniciador.bat module to commence the validation and submission process.

What is happening when, on attempting to execute the ‘iniciador.bat’ module, the submittal screen opens and closes immediately?

When the ‘iniciador.bat’ module used to submit the reports opens and closes immediately, this means that the Java version installed on the submittal PC was [not] updated or [the PC] is using a Java version not recommended by the Superintendency (see question 10).

What type of files are permitted for submittal through the ITBANK System?

The files permitted by the ITBANK System for submittals are:

1) Excel files (.xls), which must be generated as Excel 97-2003 spreadsheets. The files must come without headings, and all rows must be in text format.

2) Plain text (.txt) files having the ~ character (Alt+126) as the column delimiter.

Which are the reporting dates? This question is about the system message: “You must submit this report on the correct date.”

The reporting dates must be:

1) Monthly reports: must be reported on the 30th of each month.

2) Weekly liquidity report: must be reported on Fridays.

3) Weekly cash report: must be reported on Sundays, preferably, or with a date within the week to be reported.

4) Quarterly reports: Must be reported on the 30th of the month following the month to be reported.

REMARKS: These dates are the ones inserted in the report (field 1) and do not represent deadlines.

What are the ITBANK System’s functioning hours?

The ITBANK System runs 24/7, 365 days a year, unless there is a letter or circular advising that the system will not be available due to platform or infrastructure maintenance. This notification will be sent to all banks through the Soporte Bancos email account (soporte@superbancos.gob.pa).

If reports cannot be submitted on time, should they be submitted anyway?

The ITBANK System accepts reports submitted at any time, even if they are submitted after the deadline.

Where can the person responsible find the report submittal status?

The report submittal status is sent by email to the accounts identified to receive ITBANK System notifications. Alternatively, the person responsible can verify it on the Superintendency’s website at https://www.superbancos.gob.pa/sistema/itbank/estadisticas.

Can the financial entity have a contingency PC for the ITBANK System?

Yes, it is possible to have another PC as a contingency for the ITBANK System if it is not executed. Before activating this contingency PC, the person responsible must request the release of the ITBANK System's key and communicate the reasons for the reinstallation by email.

Is it possible to submit reports by email if they cannot be submitted through the system?

All reports must be submitted through the ITBANK System because reports submitted by email are considered not received by the Superintendency.

Where can the person responsible check the calendar for the submittal of reports and their respective deadlines?

The calendar for the submittal of reports can be obtained from our website in the Regulated Sectors section, Systems, Calendar.

The person responsible must choose the current year calendar either for Reports and Ban Charts or for Weekly Cash or Liquidity Reports.
