SBP Focuses on Information Transparency with the issuance of Rule 4‑2025

The Superintendency of Banks of Panama (SBP) issues Rule No. 4‑2025, dated June 17, 2025, “By which Articles 6 and 9 of Rule No. 1‑2011, which establish guidelines for transparency of information regarding the use of banking products and services, are amended.”
This new Rule introduces significant updates to Articles 6 and 9 of Rule No. 1‑2011, aiming to strengthen transparency in the information banks must provide to consumers, especially in the context of special sales or promotional fairs.
Additionally, the Rule mandates that banking institutions send repeat notices to their clients—at least two (2) months in advance—regarding the charging of renewal fees on mortgage loans. This measure seeks to ensure that consumers are fully informed about the terms of their financial products and can make decisions consciously and in a timely manner.
Rule No. 4‑2025 enters into force on January 2, 2026, providing a reasonable period for banking institutions to make the necessary adjustments for proper implementation.
With this initiative, the SBP confirms its commitment to promoting responsible, transparent banking practices aligned with protecting the rights of users of Panama’s financial system.
